On the U.S. Office of Space Commercialization website there's a "Request for Public Comments on Codeless and Semi-Codeless Access to GPS". The request of public comment is about the U.S. Government's plan to phase out codeless and semi-codeless access to GPS by December 31, 2020. The end of the Y-code is due to the introduction of the two new civilian signals L2C and L5. It's quite evident that the "civilian side" will be extremely important for the next GPS generation.
